The category of Out of Province licencing falls into two categories: If you have a licence from a reciprocal licencing jurisdiction, or if you have a licence from somewhere else.
Reciprocal Licencing Jurisdiction
Alberta has reciprocal licencing agreements with certain places. These places are:
- All Canadian Provinces
- United States of America
- Austria
- Belgium
- Republic of Korea
- Switzerland
- Japan
- Germany
- The United Kingdom
- Australia
- France
- Isle of Man
- Northern Ireland
- Taiwan
- Netherlands
- Republic of Ireland
If you are in possession of a licence from any of the above jurisdictions, we will exchange your licence for an Alberta one. You must provide acceptable identification and you will be able to by-pass the written test and road test. We will retain the licence from your previous jurisdiction. If the licence is not in the english language, the licence must be translated by a certified translator.
Before you come into the office, please make sure you have the following:
- Your other jurisdiction licence: The licence must have your issue date or date first licenced, drivers licence number, expiry date and class of licence on it. If there is no issue date, you will need to contact your previous jurisdiction and have them fax or email us a confirmation letter stating all of your drivers licence information along with the date that you first received your licence. The date that they give us MUST be at least two years prior to todays date. If it is less than two years, you will be subject to the GDL program. If the licence is not in English, it must be translated by a certified translator. Each of the above countries require different documentation to accompany the licence. Please call us at 403-254-4222 to confirm what is required if you are attending our office with one of these licences.
- Proof that you are entitled to be in Canada (proof of your Canadian status).
- Secondary Identification.
- Proof of Alberta Residency (proof that you are currently living in Alberta).
- Bring all of the above in with you, and we can swap your licence for an Alberta one. If you are unsure of what documents are acceptable to bring, feel free to call us or email us at any time.

Non-Reciprocal Jurisdiction
If you are coming from a country that is not listed in the reciprocal jurisdictions, you will have a 4 step process to follow.
Step 1Step 2You will be required to do the learners exam even though you have driving experience in another country. We suggest you read and understand the Alberta Basic Operators Book. A PDF of this study guide is on the home page of our website.
When you are ready, you can come in and do the learners exam. You must be here between 9:00am-6:00pm Monday-Friday; or Saturday between 9:00am-3:30pm to do the test. We do not test after these hours. You will also have to bring the following identification with you:
- Your licence from your home jurisdiction: The licence must have your "issue date" or date first licenced" on it. - Proof that you are entitled to be in Canada: We will require your passport and Permanent Residency Card, Citizenship or Work Visa. If you are a Canadian Citizen, we will require your birth certificate or Canadian Passport.
- Secondary Identification: We will require one more piece of non-photo identification such as: Credit Card, Debit Card, SIN or Marriage Certificate.
- Proof of Residency: We will require proof that you live in Alberta. It must be something that was mailed to you. We can use: Utility, Phone, gas or Cable TV bill, property tax statement, mortgage documents, lease agreement, rent agreement, pay stub or bank statement. This must be in your name, not someone elses.
Once you have passed the exam, we will move onto step 2.
Step 3You will be required to turn in your licence from your home jurisdiction. You will not be receiving it back, so if you will require a copy of it please make a copy before coming in. When you hand it in, you will sign an application stating that you know we are taking it to remove you from the GDL program. Once it is surrendered, you will receive a process sheet stating that you must wait 14 days and then call the office to see if you have been exempt from the GDL program. Your Alberta learners licence will be processed that day and you will not be eligible to drive by yourself until you have completed step 3.
Step 4You are required to go on and Advanced Road Test. You will have to call our examiner and specifically ask for an Advanced Road Test. If you take the Basic Road Test, you will still be required to do the Advanced to exit the GDL program.
Once you have completed the Advanced Road Test, you will need to come back into the registry and change your licence from a Class 7 learners to a Class 5 non GDL licence.
